RTO yeshwantpur, cancellation of NOC
flashback:
in 2005 i left for delhi for a job, took a NOC for my bike thinking that they would ask for it..
mistake number 1: never assume anything about the goverment, try and bend the rules a little here, doesent hurt anyone....
i stay in puttenhalli, which is the other end of bangalore, literally now.... whereas yeshwantpur lies @ the other end.... hence i went in that heat to jayanagar instead hoping that they could help me. had exactly 5 bucks in my pocket... 2 to 3 bucks for parking.... was already calculating the deal... went up to the 3rd floor and it looked like half of bangalore was also there.
the damn crowd makes you question your humanitarian sense... hehe, what if i had a chainsaw...?
the terse lady re-directed me to the 4th floor, here the calm sense of normalcy prevailed...
there i met another lady who was manning the counter, i asked her the dreaded question how do i get my NOC cancelled??
she said " take the RC book and a letter to the yeshwantpur RTO they will get it cancelled", then on second thoughts she mentioned the dreaded words "please speak to the superintendent", i think that government offices are the only places where they ask you to speak to thier superintendent as easy as offering you tea..
i went to the superintendent who looks like he is as stressed as everyone else....
he said " go to the yeshwantpur RTO" and then stared @ me like i was going to disappear..
if there is one thing i should let you know about government offices, it's: "persistence pays"
i just stood there, waiting for him to finish with someone else...
he turned and repeated himself, @ which time i realized this guy needs some serious drugs to retain his sanity, i sighed and walked from there...
the next day
so there i was, no one for company and travelling all the way from j.p.nagar 7th phase to yeshwantpur.
i drove and drove and drove, drove, drove,..... and drove,drove and drove, drove, drove,..... and drove, hey this is getting monotonous, guess how my journey till yeshwantpur would have been?
finally reached and parked, i was optimistic about getting the NOC cancelled, how wrong i was, i went to the ground floor where a physically challenged person was sitting on a wheel chair(hope this is not offensive to any group).
he was getting accosted by someone who was showing him a god's picture and asking him to put in the money, guess i was a welcome distraction.... :P, he totally ignored the beggar and turned his attention to me, heard me and sent me on my way to the 4th floor.
4th floor
reached there via the ancient lift which can hold about 4 people btw, had to position my self strategically at the centre so that i could squeeze in, the other way through the staircase hasnt change din 8 years, it stinks so bad, one could be forgiven for thinking that chemical warfare is being practiced on unsuspecting passerby's.
went there straight to the superintendent, this guy looked busy, he hastened me to the other corner of the room. there i got some shocking news!!!
the other guy minced no words and told me: you need to get a letter issued from the RTO in delhi. its called "non-migration clearence certificate", another arcane piece of paper for which you will have to travel 1800 km. is it worth it??i thought Naaa.... i dont think so......
i asked him repeatedly is there any other way hoping against hope that this chap would agree to show me a short cut, as i was persistent.
then he did something that a lot of people around the world do, but government offices do this really well. he directed me to the nearest empty room and said you should speak to the RTO head.
well there i was looking into the room and no body was there inside. i did something these government guys don't expect, i approached a counter which was manned but empty asking "when will the king arrive", again the guy sitting there made me repeat my problem all over again. then after listening he nodded his head and asked me wait again. wanted to pull out my hair by this time. i went near the empty room and stood waiting. the king had gone out i guess for his royal lunch.
as i was standing i heard a voice saying come here, looked up and saw 2 people calling me from the same counter which i had approached earlier. went there and started speaking to the same man. a lady was standing behind this time. she intervened and took over, mentioning:
if a NOC is taken we cancel your registration number from our records, get a letter from the RTO where you were supposed to go and give it to us, only then can we cancel it... then she got emotional saying "look at the condition of your papers" i looked up and retorted "the rain did it" i actually wanted to say "what is this new fucking mess you have thrown me into?"
can you beleive this crap, in your own country you have to get stuff cancelled to sell your own vehicle, this is catbert the dilbert character trying to drive you insane

dont worry i havent come all the way here, no one would want to waste that much money chasing an illusion.... :)
i have asked my friend in delhi to enquire about this new nuisance in my life.....
awaiting his inputs so as to update this post, more threads will follow in the coming weeks
